Academic and Professional Background

He earned his law degree from the Faculty of Law and Social Sciences of the National University of Asunción, Paraguay, and earned a PhD in Public Law from Columbia University of Paraguay.

He continued his academic training through master’s studies, additional coursework, and specialization programs at universities in Spain, Italy, and Argentina, strengthening a comparative legal perspective.

Dr. Edgar Rodas Vega’s academic background constitutes one of the pillars of his professional practice as an attorney, consultant, lecturer, and researcher, with specialization in Public Law, Constitutional Law, and Administrative Law.

He holds a law degree from the Faculty of Law and Social Sciences of the National University of Asunción and earned a PhD in Public Law from Columbia University of Paraguay.

His international education includes an LL.M. and studies in State Administration Law at the University of Salamanca, Spain, specialization studies at the University of Buenos Aires, Argentina, and continuing education in Constitutional Procedural Law at the University of Bologna, Italy.

He has held leadership, advisory, and legal consulting roles in several institutions of the Paraguayan State, actively participating in processes of administrative organization, regulatory development, and strengthening the public institutional framework.

His entry into public administration enabled him to gain a foundational understanding of how state institutions operate and marked the beginning of a career focused on the study and application of law in the field of public management.

At different stages of his professional life, he held responsibilities at the Dirección General del Registro del Estado Civil, the Municipalidad de la Ciudad de Asunción, and the Congreso Nacional. These experiences gave him a comprehensive view of administrative organization, legislative activity, and the operation of public bodies.

He later reached one of the most significant stages of his career when he joined the Presidencia de la República del Paraguay, where he held positions involving significant legal responsibility, including constitutional and administrative analysis, the drafting and review of decrees, the analysis of regulatory proposals, and legal advice to the Executive Branch.

During that period, he participated in the technical analysis of legal and regulatory provisions, the legal assessment of bills and decrees, the issuance of specialized legal opinions, and in supporting institutional processes related to the organization and operation of the Public Administration.

The experience he gained at the Presidencia de la República deepened his practical expertise in Constitutional Law, Administrative Law, and Legislative Drafting, enabling him to address particularly complex legal matters and contribute to initiatives aimed at strengthening the legal order and institutional stability.
